2. セミナーの目的

本セミナーはアジア諸国を対象に、持続可能な食料需給をふまえた発展戦略を構築するため、日本農業の現状とアジアの食料需給についての課題を理解することを目的としたものである。現在のアジア諸国の食料自給率は、日本と韓国を除き、適度に高い水準を維持している。しかし、今後の経済発展戦略の如何によっては、急激に低下する可能性もあり得る。アジア地域全体の食料安全保障の観点からも、急激な食料自給率の低下は好ましいことではなく、また、一旦低下した自給率を再度上昇させるのは相当に困難である。
国内産業における農業の相対的縮小は、食料自給率の低下のみならず、農地の環境保全機能をはじめとする多面的機能の喪失や農村コミュニティの崩壊をもたらす。持続可能な地域の発展という視点からも、アジア諸国の農業、農村、環境の維持が重要である。
アジア諸国において、食料自給率が低下した場合、当然ながら、食料輸入が増加する。アジア地域全体の食料安全保障の観点からも、多くのアジア諸国が、日本に続いて食料自給率を低下させていく事態は避けねばならない。本セミナーは、食料自給率が極端に低下した日本農業の現状を共有し、アジア諸国の経済発展戦略の構築において、日本の食料政策の失敗と反省を十分にふまえた農業戦略を盛り込んでもらえるよう、将来の政策立案過程に影響力を持つ、若手研究者を対象に実施するものである。

1) 講師の選出方法
海外から招へいする講師については、日本大学学術交流協定提携校及び、開催責任者の大賀が継続的に参加している、太平洋経済協力会議(PECC:Pacific Economic Cooperation Council)・食料システム委員会のネットワークを活用して、講義を依頼した。
国内他大学等から招へいする講師については、関連学会(日本農業経済学会、日本国際地域開発学会、日本フードシステム学会)のネットワークを活用し、協力を依頼した。
生物資源科学部の教員については、食品経済学科、国際地域開発学科、大学院生物資源経済学専攻の担当教員を中心に協力を依頼した。

日本大学大学院生物資源科学研究科生物資源経済学専攻に所属する大学院生(博士後期課程)については、大学院カリキュラムの特別研究の一環として参加を依頼した。また、学内関連学科に所属する若手教員に呼びかけ、数名の参加を得た。 国内他大学に所属する大学院生については、関連学会(日本農業経済学会、日本国際地域開発学会、日本フードシステム学会)のネットワークを活用し、参加者を募集した。

9. 本セミナーで得られた成果

(1) 学術的な観点からの成果について
我が国の食料自給率は40%を下回り、食料安全保障の面から、危機的状況にあるといえる。また、中山間地域に代表される耕作放棄地の存在は、農地の多面的機能を失わせ、国土の環境保全の面からも大いに問題を抱えている。一方、アジアNIEs、ASEAN、中国等のアジア諸国は、急速な経済発展を遂げている。経済成長は、工業化、サービス経済化を促進し、食料自給率の低下をもたらすと考えられる。
我が国の戦後の経済発展過程は、工業化、サービス経済化とライフスタイル、食生活の変化が並行して進行し、食料自給率の低下をもたらした。今後、アジア諸国が同様の経済発展を遂げた場合、現在の日本と同様の状態に陥る可能性がある。アジア地域の食料安全保障、アジアの国土環境保全の観点から、日本の轍を踏まないような発展戦略が求められる。
受講者はセミナー期間中、毎日4人のアジアの国々から招聘された講師から講義を受け、アジアの国々の食料および農業の現状と将来予測について学んだ。その結果、受講者は自国およびアジア諸国の食料および農業の現状を再認識し、持続可能な食料需給と発展戦略には、アジア諸国の情報交換と協力が不可欠であることが明確化した。さらに毎日の講義の後で、受講者はミーティングを開き、その日の講義についての意見交換し、知識を深めた。
アジア諸国の発展戦略構築に貢献する人材が、我が国の食料需給の現状と、自給率低下の弊害を学ぶことは、アジア各国の食料政策・発展戦略をより望ましいものに誘導していくことにつながる。また、このことは、開発経済学、農業経済学、食料政策学といった学術分野での貢献に留まらず、日本の食料安全保障にも寄与する。以上の諸点が、本セミナーの学術的な観点からの成果である。

(2) 国際交流及び若手研究者育成の観点からの成果について
アジア各国の発展戦略構築に影響力を持つと考えられる若手研究者層に、自国の経済及び農業発展戦略への教訓として、我が国農政の現状を正しく知ってもらえたことが成果の一つである。特に、食料安全保障面からの食料自給率の維持や、環境保全面からの農地、農村コミュニティの維持など、食料自給率低下の負の側面を正しく理解してもらえたと考えられる。
受講者は、セミナーの後半に日本農業の現状を観察するために、2泊3日の見学旅行に出かけ、横浜の首都圏近郊農家と山梨県の道の駅を訪問した。この見学旅行は、受講者間の親睦を深めるという効果をもたらし、その結果として、受講者のネットワーク網が組織され、今後の研究におけるお互いの協力が約束された。
セミナー修了者は、自国の食料需給に危機感を持って対応し、自国の発展戦略を構築すると考えられる。また、日本人受講者は、本セミナーで得た知見を活かし、アジア諸国の発展戦略構築に貢献できる人材となることが期待される。

Report for JSPS Asian Science Seminar FY2006    <Summary>

1. Title of Seminar

JASS'05-Subaru Asia Youth School on Synergic Observation with Large to Small Telescopes at the Frontier of Progress in Astronomy

2. Purpose of Seminar

   The purpose of this seminar is to understand the current state of Japanese agriculture and examine the challenges of food supply and demand of Asian countries as they relate to building a development strategy on the basis of a sustainable food system. The present food self-sufficiency ratios of Asian countries have been sustained at high levels, except for Japan and Korea. However, it is possible that the food self-sufficiency ratio may sharply fall due to future economic development strategies. Such a sharp rate of decline would be unfavorable from the viewpoint of Asian food security and raising the ratio again would be very difficult.
   The relative decrease of agriculture in domestic industry has caused multiple functions of farmland to decline. This has led to the collapse of farm village communities as well as a decline in the self-sufficiency ratio. From the viewpoint of sustainable local development, it is important to preserve agriculture, farm villages, and the environment in Asia.
   The natural result of increasing food imports occurs if the food self-sufficiency ratio decreases. We must avoid this situation in many Asian countries besides Japan. This seminar is for young researchers who will exert influence on future policy planning in their native Asian countries. We hope they will incorporate the lessons learned from Japan's failed agriculture policy into their strategies for building their nations’ economic development.

8. Please describe the achievements of the seminar.

Accomplishments on the Academic Viewpoint

The Japanese food self-sufficiency ratio is under 40%. This means that Japan faces a food crisis from the aspect of food security. In addition, the abandonment of ground cultivation, especially in intermediate and mountainous areas, has resulted in the loss of manifold functions of farmland. This causes big problems regarding environmental land preservation.
On the other hand, Asian countries such as the Asian NIEs (Hong Kong, Singapore, Korea, and Taiwan), the members of ASEAN, and China have all experienced rapid economic development. Economic growth promotes industrialization and the service industry, but also brings about decline in the food self-sufficiency ratio.
The economic development during the Japanese postwar period similarly promoted industrialization and service industry. It changed Japanese life-styles and food customs, and brought about derogation of its food self-sufficiency ratio as the result. Now, other Asian countries experiencing rapid economic development are at risk of developing similar conditions. They need new development strategies so that they do not make the same mistakes as Japan regarding food security and environmental safeguards.
The seminar participants took notes every day from four lecturers who were invited from Asian countries. From the lectures, they learned a lot about Asian countries’ food and agricultural problems, and future prospects. They were aware of the present food and agriculture situations of their own and other Asian countries, and clearly understood that the development strategy for sustainable food systems requires information exchanges and cooperation between Asian countries. In addition, at the end of each day, they had meetings to exchange their opinions about the lectures and share their knowledge.
This generation of researchers, who will contribute to the construction of development strategies in Asia, must study the present situation of Japanese supply and demand. They must understand the negative effect of degradation of Japan’s self-sufficiency ratio, and use this understanding in shaping more desirable food policies and development strategies in Asian countries. The study also contributes to literature about Japanese food subsistence security, and is not limited to the fields of development economics, agricultural economics, and food policies.

International A.C. and result from the viewpoint of young researcher upbringing

We want young researchers who will exert influence on the development strategies of Asian nations to understand the Japanese food and agriculture policy, so that they may put that knowledge to use in shaping their countries’ economy and agricultural strategies. One of the objects of this seminar is to understand the negative effect of the food self-sufficiency ratio decline. Such effects lead to the increased need to emphasize the safety side of food self-sufficiency, maintain environmental safeguards, and preserve farm village communities. In the latter half of the seminar, the participants went on a 3-day tour to visit a farmhouse in YOKOHAMA-city and MICHINOEKI in YAMANASHI-KEN to observe the present situation of Japanese agriculture. This tour had the positive effect of deepening the friendship between participants. They organized networks and promised to cooperate with each other in future investigations. Each participant has a responsibility to build his or her country's development strategy with a sense of impending yet preventable crisis. We hope that the participants make use of the knowledge gained from this seminar, and that these talented people will contribute positively to the development strategies of Asian countries.
