平成２４年１１月２０日（火）、日本学術振興会麹町事務室の会議室において、「大学の世界展開力強化事業（ＡＳＥＡＮ対象プログラム）採択校連絡会」を開催しました。当日は、平成２３年度及び平成２４年度の同事業のＡＳＥＡＮ対象プログラムに採択された１３大学（１７プログラム）をはじめ、外務省、国際交流基金、大学評価・学位授与機構、在京のＡＳＥＡＮ各国大使館等の関係者など、８０名近くの方々にご参加いただきました。

  連絡会の第一部は、山野智寛文部科学省大臣官房審議官（高等教育局担当）の挨拶で始まりました。山野審議官からは、本事業のプログラムを各大学で推進いただくことはもちろんであるが、様々な情報や良い取組を大学間で共有し合うことは重要であり、そのために本日の会議をキックオフとしていただきたいとのコメントがありました。
  続いて、有賀理文部科学省高等教育局高等教育企画課国際企画室長から、採択大学間の連携体制について説明があり、連携のための事務局となる幹事校を置くこと、幹事校を京都大学とすることを決定しました。幹事校の決定を受け、京都大学の森純一国際交流推進機構長より、各大学にご協力いただき、情報の共有や効果的な情報発信に努めたいとのご挨拶がありました。
  引き続き、事業の留意点及び補助金の執行等について、また、平成２５年度概算要求について、文部科学省より説明がありました。

  休憩をはさんで、外務省、国際交流基金、大学評価・学位授与機構、インドネシア共和国大使館、シンガポール共和国大使館、タイ王国大使館、ベトナム社会主義共和国大使館、マレーシア大使館の方々にもご参加いただき、連絡会の第二部を行いました。
  まず、採択大学間における情報交換及び情報共有のため、平成２３年度採択プログラムの大阪大学及び早稲田大学、平成２４年度採択プログラム申請区分（Ⅰ）の京都大学及び明治大学、申請区分（Ⅱ）の千葉大学によるプレゼンテーションが行われました。
  続いて、島田丈裕外務省大臣官房文化交流・海外広報課長、竹内誠治外務省領事局海外邦人安全課邦人援護官、金井篤国際交流基金日本語事業運営部長、齋藤潔日本学術振興会国際事業部参事、ドー・ヴァン・チュン ベトナム社会主義共和国大使館一等書記官、Ｍ．イクバル・ジャワド インドネシア共和国大使館教育文化担当官から、それぞれの機関に係る情報提供がありました。

  最後に、有賀理文部科学省高等教育局高等教育企画課国際企画室長の挨拶があり、閉会しました。
  採択校連絡会終了後には、場所を移して情報交換会もあり、和やかな雰囲気の中、積極的な意見交換が行われました 。

On Tuesday, 20 November 2012, a meeting to kick off the ASEAN Program of the RE-INVENTING JAPAN PROJECT was held in the Kojimachi Office of the Japan Society for the Promotion of Science (JSPS). It was attended by nearly 80 people, including representatives of 13 universities (17 programs) selected for support under the PROJECT’s ASEAN Program in FY 2011 and FY 2012, and of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Ministry of Foreign Affairs (MoFA), Japan Foundation, National Institution for Academic Degrees and University Evaluation (NIAD-UE), and ASEAN embassies in Tokyo.

The first session of the meeting started with remarks from Yamano Tomohiro, Deputy Director-General, MEXT’s Higher Education Bureau, who asked the selected universities to be proactive in carrying out the program, while emphasizing the need for the universities to exchange information and share good practices with each other.

Next, Aruga Osamu, Director of the Office for International Planning, MEXT’s Higher Education Bureau, described the collaborative framework to be established among the selected universities. To facilitate that linkage, he said a secretariat school would be put in place, and that it was decided to ask Kyoto University to fill that role. Accepting the decision, Junichi Mori, Vice-President for International Relations Director General, Kyoto University’s Organization for Promotion of International Relations, said that the university will be happy to cooperate in the program’s implementation by working to promote the sharing and generation of effective information.

Then, MEXT described important points to keep in mind when carrying out the program, the system of funding, and the Ministry’s FY2013 program budget request to the government.

After a break, the second session was held with the participation of representatives from MoFA, Japan Foundation, NIAD-UE, Embassy of the Republic of Indonesia, Embassy of the Republic of Singapore, Royal Thai Embassy, Embassy of the Socialist Republic of Vietnam, and Embassy of Malaysia.

To spur a discussion on the exchange and sharing of information among the selected universities, presentations were delivered: By Osaka University and Waseda University among the schools chosen in FY 2011; by Kyoto University and Meiji University among the Type I schools chosen in FY 2012; and by Chiba University among the Type II schools chosen in FY 2012

Then, a number of the participants reported on their organization’s activities: Namely, Shimada Takehiro, Director, Cultural Affairs and Overseas Public Relations Division, Minister’s Secretariat, MoFA; Takeuchi Seiji, Senior Coordinator for Protection of Japanese Nationals Overseas, Japanese
Nationals Overseas Safety Division, Consular Affairs Bureau, MoFA; Kanai Atsushi, Managing Director, Japanese-Language Learners’ Support Department, Japan Foundation; Saito Kiyoshi, Deputy Director International Program Department, JSPS; Do Van Trung, First Secretary, Head of Education and Training Office, Embassy of the Socialist Republic of Vietnam in Japan; and M. Iqbal Djawad, PhD, Head of Education & Culture, Embassy of the Republic of Indonesia.

The meeting concluded with remarks from Mr. Aruga. After it, the participants changed venues and continued their energetic exchange of information and views amidst an amicable atmosphere.
