13th NCI-JSPS JOINT STEERING COMMITTEE MEETING

The 13th meeting of the Steering Committee of the US-Japan. Cooperative Cancer Research Program was held at the Radisson Hotel in San Diego, California on June 28, 1990. Those attending for Japan were: Drs. Shozo Takayama, Takehiko Sasazuki, Makoto Ogawa, Haruo Sugano, and Mr. Satoru Endo, and for the U.S.: Drs. Richard Adamson, Richard Hodes, Michael Friedman, Robert Miller, Tsuyoshi Kakefuda, and Federico Welsch.
Dr. Adamson opened the meeting at 9 a.m., welcoming all participants. He congratulated both sides on the success of the program over the last 16 years. He explained the absence of Dr. Sugimura and asked for a moment of silence in honor of the late Dr. Yamamura. He then predicted a small but significant budget increase for the NCI for FY 1991, but also warned about the uncertainties if the Gramm-Rudman-Hollings deficit reduction act were to take hold of the 1991 budget.
Dr. Sugano expressed the Japanese side’ satisfaction on how the bilateral program has been progressing. He explained that Dr. Sakai retired this March and therefore was not at the meeting.
Dr. Welsch informed the group of pr. Kakefuda’s request to return to the laboratory and of Dr. Adamson’s and his agreement to him dedicating 80 percent of his time to bench work. The remaining 20 percent of his time will be dedicated to advising on the US-Japan bilateral cancer research program and related activities. Dr. Welsch also mentioned that he had discussed with Dr. Sugimura the desirability of publishing in a scientific journal (perhaps in the Japanese Journal of Cancer Research, and/or Journal) meeting reports concerning all of the US-Japan workshops. The meeting participants agreed to encourage scientists participating in the US-Japan workshops to publish the achievement of the seminars in scientific journals. Dr. Welsch proposed that the annual progress report could then be simplified. This could make it more timely and would limit it to a summary of progress during the year, copies of the agenda, and published meeting reports of individual workshops. However, some other participants strongly expressed that the report should be published in the same style as before. Dr. Ogawa handed out a list of papers and books resulting from the treatment area workshops over the years and copies of published meeting reports. Dr. Takayama also handed out copies of meeting reports of the workshops published in Canccer Research and Japanese Journal of Cancer Research.
The group then reviewed the workshops, exchange scientists and exchanged materials during 1989-1990, and those planned for 1990-1991 (Attachment; Future Plans). Dr. Adamson committed additional Division of Cancer Etiology funds to pay for the extra U.S. participants at the Etiology meeting in Japan, for extra participants at the Etiology meetings in Hawaii (if any), and for Dr. Susan Sieber to perhaps attend the Cancer After Prenatal Exposure meeting. Dr. Welsch related to the group that some American reviewers had complained that they could not peer review the nominations by our Japanese colleagues due to the fact that there was little research plan or statement of what was supposed to be accomplished by the Japanese exchange scientist during his/her visit to the U.S. He proposed that the JSPS increase the length of item No. 17 entitled “Research Plan” in their application to up to three pages. It was agreed that both sides would examine the form at the next meeting. Dr. Adamson suggested that the NCI members of the joint steering committee should meet twice a year in Bethesda to be updated on the status of the workshops and of the scientific exchange.
Those present at the meeting agreed to make any necessary corrections to the annual progress reports by August 1, 1990. During the coming fiscal year both an annual report and meeting reports for rapid publication will be prepared. It was agreed that the progress report for 1989-1990 would be edited by NCI and printed by JSPS.
The participants agreed that the next meeting will be held either in Okinawa (first preference), Tokyo area (second preference), or Sapporo (third preference) on June 20-21 (first preference) or July 1-2 (second preference), 1991.

The meeting closed at 5:30 p.m.

FUTURE PLANS
Twelve future seminars or symposia are envisioned, nine in the U.S. and three in Japan. Eleven Japanese scientists will be visiting U.S. laboratories in the Exchange Scientist Program. Muta-carcinogenic heterocyclic amines will be sent to the NCI for collaborative studies between the NCI and other institutions in the U.S. and the National Cancer Center, Japan. Fecapentaene will be shipped to Japan for other international collaborative studies.
