MEMORANDUM OF UNDERSTANDING ON COOPERATION IN CANCER RESEARCH BETWEEN THE NATIONAL CANCER INSTITUTE AND THE JAPAN SOCIETY FOR THE PROMOTION OF SCIENCE

The National Cancer Institute (hereinafter referred to as NCI) and the Japan Society for the Promotion of Science (hereinafter referred to as JSPS) agreed that a general program for cooperation in cancer research between American and Japanese scientists be established as follows:

1. Types of Activity

Activities that may be supported by NCI and JSPS will be (a) scientific seminars; (b) exchange of personnel; and (c) exchange of materials and information. Each type of activity will be carried out as follows:

1.1 Scientific seminars. NCI and JSPS will support selected scientific seminars to facilitate the exchange of views and information between American and Japanese cancer research scientists and clinicians. NCI and JSPS will share the costs of these seminars including travel and other expenses of the participants. The number and subject areas of the seminars to be supported each year, as well as meeting sites, will be proposed and determined in accordance with section 2. and 3 of this Agreement.
1.2 Exchange of personnel. Visiting scientists and other professional personnel under this program may be supported on a short-term basis up to twelve months. Expenses, including travel and any supplemental living allowances, will be paid by NCI and JSPS for their own participants.
1.3 Exchange of materials and information. NCI and JSPS may promote and develop the exchange of materials and information between scientists and clinical investigators in America and Japan, and will share the costs of such exchanges.

2. Scientific Advisory Committee

NCI and JSPS will appoint scientists from their respective countries in appropriate disciplines to a Scientific Advisory Committee. All recommendations and reports of the Committee will be submitted to the Director, National Cancer Program and NCI, and the President, JSPS. The Committee, consisting of approximately ten members from each country, will have the following functions:
2.1 To identify and recommend subject areas for joint activity and support under section 1 of this Agreement.
2.2 To identify and recommend scientists and other professional personnel for support under section 1.2 of this Agreement.
2.3 To make recommendations regarding the inclusion of representatives from other countries in the seminars and other meetings sponsored under this Agreement.
2.4 To assess periodically the effectiveness of activities carried out under this Agreement, and to recommend necessary changes. The first review will be carried out during the second year of the Program.
2.5 To establish working sub-groups, when necessary, and for implementing the programs recommended by the following sub-groups and approved by the Scientific Advisory Committee.

3. Executive and Administrative Responsibilities

All matters under this memorandum of understanding, including action on the recommendations of the Scientific Advisory Committee, will be decided jointly by the Director, National Cancer Program and NCI, or his designers; and the President, JSPS, or his designers. Similarly, responsibility for implementation and operation of programs and activities carried out under this Agreement will be the mutual responsibility of these two officials memorandum of understanding will be the or their designers. They will meet annually or as necessary, to review and discuss matters of policy and procedure. Each side shall be liable for its own action under the laws of the place where the research is conducted.

4. Validity of the Agreement

The Agreement becomes effective on date of signature and will continue to be in effect until either party notifies the other of its intention to terminate the Agreement in which case all programs and activities will be brought to an orderly conclusion. The Agreement will be evaluated for renewal every five years.

5. Amendment of the Agreement

Either party may at any time submit suggestions or recommendations for modification of this Agreement. Such recommendations must be reviewed by the Scientific Advisory Committee and upon approval be ratified jointly by the Director, National Cancer Program, National Cancer Institute, and the President, Japan Society for the Promotion of Science, as being amendments to this Agreement.
