On 9 October 2014, a kick-off meeting was held for the “Top Global University Project” at the conference venue Arcadia Ichigaya. It was attended by 130 people from the 37 universities chosen for grant support under the Project.

The event started off with an explanation by Mr. Kuniaki Sato, Deputy Director, Office for International Planning, Higher Education Policy Planning Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT) on points that the universities should bear in mind when implementing the program, who then described the linkage and cooperative framework to be established among the selected universities. He was followed by Mr. Hideto Matsumoto, Director, Office for International Planning, Higher Education Policy Planning Division, Higher Education Bureau, MEXT, who described how the cooperative system is structured among the universities, stating that under the Type A (Top Type) schools, The University of Tokyo was designated as the secretariat school and Keio University as deputy secretariat school, and under Type B (Global Traction Type) schools, Chiba University was designated as the secretariat school and Ritsumeikan University as deputy secretariat school.
