Background: JGFoS has its origins in a May 2003 discussion between the heads of JSPS and the Alexander von Humboldt Foundation on initiatives to promote exchange among young researchers, which was to become part of the framework of the August 2003 dialogue and agreement between Japanese Prime Minister Junichiro Koizumi and German chancellor Gerhard Schroeder. 2.
