This Initiative will select multinational research teams on the basis of a two-stage competition. Applicants will be invited to submit Pre-proposals, and those that are successful will be invited to submit Full Proposals.
Pre-proposals
The Leading Principal Investigators (Leading PIs) of consortia compile and submit Pre-proposals to Natural Environment Research Council (NERC) of the United Kingdom, which serves as the “Theme Program Office.” Japanese PIs should discuss the structure of the consortium with the PIs of other countries and coordinate in preparing the Pre-proposals with the Leading PI, who will finalize and submit it to the Theme Program Office (NERC).

Full Proposals
The Theme Program Office (NERC) will contact those consortia whose Pre-proposals are successful and invite them to submit full proposals.
The Leading PI should compile the consortium’s Full Proposal and submit to the Theme Program Office (NERC) using the prescribed format. Japanese project leaders must, irrespective of whether or not they are the Leading PI, submit to JSPS using the electronic proposal system a separate filled-out form prescribed by JSPS. If these documents are not submitted to the Theme Program Office (NERC) and JSPS, the consortium may be dropped from the screening process.
JSPS will contact the Japanese researchers as to details regarding the full proposal and its submission process.

At the Full Proposal phase, Full Proposals will be evaluated by a document reviewing and a joint review of the panel based on the document reviewing of external reviewers who are composed of experts from related disciplines, and subsequently successful/unsuccessful consortia will be decided in consultation with the Funding Agencies of the participating G8 countries and Belmont Forum. Applicants will be invited to submit Pre-proposals, and those that are successful will be invited to submit Full Proposals.
