Notes:

1. Program outline

The Japan Society for the Promotion of Science (JSPS) carries out bilateral cooperative programs between Japan and counterpart countries based on agreements concluded with academies, research councils and other science-promotion organizations in those countries.

The aim of these programs is to form sustained networks evolved from individual scientist exchanges including young scientists. JSPS provides financial support to Japanese scientists implementing such bilateral joint projects and seminars between research teams from Japan and counterpart countries.

2. Counterpart countries in this application round

In addition to the below-listed joint projects and seminars, some programs with Korea, Vietnam, Brazil, Belgium and Finland are also scheduled for recruitment under JSPS's FY2009 Bilateral Joint Projects/Seminars.

• Note that for Joint Projects with Canada (Canadian Institutes of Health Research, CIHR) and with Brazil, there is no application call for projects to start in FY2010. The next application call for Joint Projects with Canada will be issued for those to start in FY2011.


4. Eligibility of Japanese applicants

Applicants must hold a full-time or equivalent position as a researcher at a university or research institute in Japan. (Eligible institutions are listed at: http://www-shinsei.jsps.go.jp/kikan-a/(Posted only in Japanese.))

6. Expenses supported by JSPS

JSPS consigns the administration of projects to the Japanese project/seminar leader's affiliated institution. However, JSPS does not pay the institution a consignment fee. JSPS covers the following expenses of researchers on the Japanese team:

1) Joint projects

8. Other instructions




(1)	Project/Seminar leaders in counterpart countries are to submit their applications to JSPS's counterpart organization in their country (except for projects with NSF (USA), ARC (Australia), DFG (Germany) and RS (UK)). For further instruction, please refer to Section 17.
(2)	The Japanese project/seminar leader is not allowed to hold a collateral position as a coordinator, research representative, or chief seminar organizer under following JSPS programs: JSPS Core-to-Core Program, Asian CORE Program, AA Science Platform Program, Core University Program, A3 Foresight Program, International Training Program (ITP), and Japanese-German Graduate Externship.
(3)	Researchers who are now or have been supported under any of JSPS’s international programs in the past 5 years are required to describe the results or expected results of that research activity and, if any, its relevance to the project/seminar being applied for.

9. Selection criteria for JSPS review

The following criteria are utilized in selection process:

• Scientific excellence of projects/seminars
• Necessity of cooperation, added value gained, and mutual research advancement through transfer of knowledge and expertise
• Impact of outcomes on improving the quality of life, contributing to socioeconomic development, and/or solving prevailing social issues
• Participation of young researchers and contribution to fostering them
• Feasibility and concreteness of the research plan and expectation of its advancing the research

In addition to the above criteria, the following points are also considered:

• Contribution to researcher interaction in advancing the research during the project/seminar. (50% or more of total funding should be allocated to international/domestic travel.)
• Appropriateness of the budget plan
• Appropriateness of the venue in case of seminar

10. Selection procedure

JSPS and counterpart organizations conduct separate reviews of the applications they receive. Based on these review results, they make joint selections.

11. Post-selection funding request to JSPS

Upon selection, Japanese project/seminar leaders must submit an implementation plan and funding request using the prescribed form. JSPS will make funding allocations based on these documents and/or its budgetary condition.

12. Obligation of Japanese project/seminar leaders and their affiliated institutions




(1)	Project funds allocated by JSPS are to be administered by the institution with which JSPS concluded an agreement and to which the project/seminar leader is affiliated.
(2)	Project/seminar leaders must submit a report by the designated due date, which will be given public access, according to instructions by JSPS.
(3)	Due acknowledgement of support by JSPS and counterpart organizations should be made in any publication resulting from the projects/seminars.

13. Measures against misuse of research funds, etc.

JSPS will take appropriate measures (e.g. terminate project/seminar, require reimbursement of part or all of allocated funds) in cases of misuse of research funds, improper practices (e.g. fabrication, falsification, plagiarization), unjustifiable acts (e.g. discrimination, harassment), or violation of laws.

14. Handling of personal information

Personal information provided by applicants will be handled according to the “Act for the Protection of Personal Information Retained by Independent Administrative Institutions” and JSPS’s “Personal Information Protection Policy,” and be used solely for the purpose of implementing the program.

The names and affiliations of the project/seminar leaders, project/seminar titles and reports may be disclosed on JSPS’s website and in its publications.

15. Others




(1)	JSPS will not bear responsibility for any injury, sickness or accident incurred during travel related to the projects/seminars.
(2)	Project/seminar leaders on both sides are obligated to ensure the protection and proper distribution of intellectual property resulting from projects/seminars, in accordance with the laws and regulations of their countries.
(3)	JSPS does not support any research project related to military affairs.

<South Africa (NRF)>

- Based on an agreement with NRF, the sending side will cover international travel expenses while the receiving side will cover domestic travel expenses and maintenance allowances.

- The counterpart South African team leaders are to submit their applications to NRF. Applications submitted by one side only will not be accepted. Japanese/South African team leaders should, therefore, be sure that their counterpart submits a matching application.

<China (MOE)>

- The counterpart Chinese team leaders must be affiliated with universities or research institutes under MOE, although the Chinese team leaders do not have to submit an application to MOE. Chinese team leaders should, however, be sure to confirm their eligibility with MOE.

- Note that the China side is to cover the international travel cost of Chinese researchers who go to Japan and the maintenance allowances of Japanese researchers who go to China to participate in the program.

- Applications for seminars in China should be made after confirming that the Chinese principal researcher's home institution is prepared to cover the cost of holding the seminar.

<Switzerland (SNSF)>

<United Kingdom (Royal Society)>

- JSPS will cover the costs of the Japanese team only. The UK team is advised to seek funding from the Royal Society or other funding sources to cover their costs.

- The counterpart UK team leaders may submit an application to the Royal Society. (Submitting applications to the Royal Society is not a prerequisite. Please contact the Royal Society for detailed information on the application procedure on the Royal Society side.) JSPS and the Royal Society will not make joint selections; every applicant has to ensure that their proposal is “stand-alone”, i.e. not dependent on the success of the application of their counterpart in the UK or Japan.

- The Royal Society Joint Project scheme, in principle, provides the necessary funds for travel from and to the UK. The Royal Society receives applications four times a year. The closing dates are in March, June, September, and December. For further information, please refer to their website.

<United Kingdom (British Academy)>

- Based on an agreement with the British Academy, JSPS will cover the costs of the Japanese team, and the British Academy will cover the costs of the UK team.

- The counterpart UK team leaders are to submit their applications to the British Academy. Applications submitted by one side only will not be accepted. Japanese/UK team leaders should, therefore, be sure that their counterpart submits a matching application.

- Team leaders of Joint Projects currently supported under this program are eligible to apply for a two-year renewal in competition with new applications. However, no project will be supported for longer than four years in total. Team leaders who wish to extend their projects for another two years must submit matching applications to both JSPS and the British Academy using the same procedure as for new applications.

- Please note that the closing date of accepting applications on British side will be during November.

<United Kingdom (ESRC )>

- Based on an agreement with ESRC, JSPS will cover the costs of the Japanese team, and the ESRC will cover the costs of the UK team. Costs of meetings held in Japan will be met by JSPS, and those held in the UK by ESRC.

- The counterpart UK team leaders are to submit their applications to ESRC. Applications submitted by one side only will not be accepted. Japanese/UK team leaders should, therefore, be sure that their counterpart submits a matching application.

- Japanese principal researchers should confirm with their counterpart UK researchers whether the topic of the seminar is within the framework of ‘social sciences’ as defined by ESRC.

- Participants can hold either one or two seminar(s). In the second case one seminar is held in Japan and another one in the UK. In either case, the maximum total available amount for a seminar (or series of two) is the sum of 2.5 million yen and £15,000.
